One light out
A single dark lamp is almost always the bulb. The part is cheap; on some vehicles the labor isn't, because reaching it means removing bumper or fender liner — that's what varies the price.
Both brake lights out with the third working
The center high-mount light runs its own circuit — both mains dark with it lit points at the brake-light switch at the pedal, not two coincidental bulbs.
Flickering or dim
Flicker and dimness are connection problems: corroded sockets and grounds. Repeated bulb burnout in one socket is the same story — replace the socket, not the fourth bulb.
